On December 4, 2025, the CPUC approved<\/a> $1.2 million in grants to fund clean energy access projects for community-based organizations in Los Angeles County. The Clean Energy Access: LA County TECH (CEA-LAT) grant will distribute significant funding to educate LA County residents about the impacts of decarbonization technologies on public health, helping bridge gaps in underserved communities. The CPUC selected<\/a> the Technology for Equipment and Clean Heating (TECH) initiative to serve its broader statewide initiative to institute clean spaces and water heating in existing homes within the state.<\/p>\n

CEA-LAT grant funding serves the purpose of AB 157 (Gabriel) (Chapter 994, Statutes of 2024)<\/a> to allocate $2 million to provide education and outreach about building decarbonization and healthy homes. The CPUC initially . On April 3, 2025, the CPUC approved Resolution (M-4875)<\/a> to distribute funds to CEA-LAT through the E&A Program.<\/p>\n

Under this new approval, the CPUC allocated $581,824 to the CEA-LAT Grant under the E&A Program for applications submitted in May and June of 2025. \u00a0The CPUC\u2019s recent grants provided three Community-Based Organizations (CBOs) with funding to implement TECH-based outreach and education programs in LA County. The CPUC selected the TECH initiative as the required educational model for the CEA-LAT Grant.<\/p>\n

CBOs in these LA County communities received priority funding due to public health impacts caused by a year-long natural gas leak from the Southern California Gas well failure from 2015 to 2016. In response to the leak, SB 810 (Stern) (Chapter 814, Statutes of 2017)<\/a> established the Aliso Canyon Recovery Account to mitigate impacts on local air quality, public health, and ratepayers from the well failure. AB 157 uses funds from the Aliso Canyon Recovery Act to contribute to the funding provided for the CEA-LAT Grant.<\/p>\n

The CPUC also approved grants for three other major projects: Climate Resolve ($200,000), El Sol ($199,971), and the International Institute of Los Angeles ($181,853). The CPUC defines major projects as those requesting over $150,000 in grant funding. In addition, the CPUC granted $715,109 to several CBOs that requested less than $150,000 in funding.<\/p>\n

The CPUC will oversee grantees to ensure compliance with the CEA-LAT grant. Grantees must report progress and provide project metrics to retain funds. The CPUC will distribute remaining funds in the second grant cycle in 2026. Applications for phase two of the CEA-LAT Grant opened February 2, 2026, allowing CBOs in LA County to apply for up to $200,000 in funding.
