are a citizen, and citizenship carries responsibilities.&#8221; &#8211;\u00a0Paul Collier<\/p>\n<p style=\"font-weight: 400\">We know that\u00a0the primary responsibility for the cultivation of ethical behavior and the development of private and moral character lies with\u00a0<strong>families, religious<\/strong>\u00a0<strong>institutions, schools, work settings, and the communities in which we live.<\/strong><\/p>\n<p style=\"font-weight: 400\">We also know that social studies teachers have a responsibility and a\u00a0<strong>duty to teach all students character and civic virtues.<\/strong><\/p>\n<p style=\"font-weight: 400\">The question is, given the current political climate, how can civic education strengthen and complement the development of character and civic\u00a0<strong>virtues?<\/strong><\/p>\n<p style=\"font-weight: 400\">Let talk about\u00a0<strong>teaching civics<\/strong>\u00a0in today\u2019s classrooms.<\/p>\n<p style=\"font-weight: 400\">Several years ago, two Wisconsin Social Studies educators wrote that a multicultural society needs \u201croots.\u201d\u00a0 These roots, they said,\u00a0<em>\u201care described in our founding documents, in our symbols and slogans, and in our personal and public civic virtues.\u00a0 Our schools, therefore, are called to educate the young to uphold (and sometimes challenge) core virtues, such as, trustworthiness, fairness, patriotism, justice, courage, responsibility, respect, and honesty.\u201d<\/em><\/p>\n<p style=\"font-weight: 400\"><strong>Today<\/strong>\u2014a warning from Jeremy Knoll, a 20+ high school teacher.<\/p>\n<p style=\"font-weight: 400\">\u201c<em>I am telling you civics education is gasping for breath.\u00a0 Too often, people mistake teaching civics as teaching politics.\u00a0 Civics is the study of rights and duties of citizenship.\u00a0 It is a close examination of the privileges and obligations of our citizens.\u201d<\/em><\/p>\n<p style=\"font-weight: 400\">A report from\u00a0<em>neaToday\u00a0<\/em>(2017) notes that \u201c<em>It\u2019s not an exaggeration to say that civics education is in crisis.\u201d<\/em>\u00a0\u00a0The proof:<\/p>\n<p style=\"font-weight: 400\"><em>\u201cOnly 25 percent of U.S. students reach the \u2018proficient\u2019 standard on the NAEP Civics Assessment.\u00a0 White, wealthy students are four to six times as likely as Black and Hispanic students from low-income households to exceed that level.<\/em><\/p>\n<p style=\"font-weight: 400\"><em>Students in wealthier public school districts are far more likely to receive high-quality civics education than students in low-income and majority-minority schools.\u201d<\/em><\/p>\n<p style=\"font-weight: 400\">As an educator in California you should know about\u00a0The California Survey of Civic Education\u00a0(<a href=\"http:\/\/www.cms-ca.org\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/www.cms-ca.org&amp;source=gmail&amp;ust=1651692178702000&amp;usg=AOvVaw02NYKiMMlqOWuXKRyqfxE3\">www.cms-ca.org<\/a>).<\/p>\n<p style=\"font-weight: 400\"><em>\u201cPolls show that the vast majority of young people distrust political institutions and processes.\u00a0 Studies find that most students lack a proficient understanding of civics, U.S. history, or our Constitution.<\/em><\/p>\n<p style=\"font-weight: 400\"><em>Civic education is no longer a priority in California\u2019s overburdened public schools.\u00a0 History and civics have all but disappeared in many elementary grades as educators concentrate<\/em><em>\u2028<\/em><em>on teaching reading and math.\u00a0 In high school, few students even have social studies in the ninth grade.<\/em>\u201d<\/p>\n<p style=\"font-weight: 400\">In 2001, the Carnegie Corporation of New York and the Center for Information and Research on Civic Learning and Engagement\u00a0<strong>(<\/strong>CIRCLE) published a report titled,\u00a0<strong>The Civic Mission of Schools<\/strong>, which identified six promising approaches that research shows can improve civic education.<\/p>\n<p style=\"font-weight: 400\"><em>\u201cEvery school should:<\/em><em>\u00a0\u00a0<\/em><\/p>\n<ul>\n<li style=\"font-weight: 400\"><em>Provide high-quality, formal instruction in government, history, law, and democracy<\/em><em>.<\/em><\/li>\n<li style=\"font-weight: 400\"><em>Incorporate discussion of current local, national, and international issues and events into the classroom<\/em><em>.<\/em><\/li>\n<li style=\"font-weight: 400\"><em>Have students apply what they learn through community service linked to the curriculum and classroom instruction.<\/em><\/li>\n<li style=\"font-weight: 400\"><em>Offer extracurricular activities that involve students in their schools and communities.<\/em><\/li>\n<li style=\"font-weight: 400\"><em>Encourage student participation in school governance.<\/em><\/li>\n<li style=\"font-weight: 400\"><em><em>Encourage student participation in simulations of democratic processes and procedures.\u201d<\/em><\/em><\/li>\n<\/ul>\n<p style=\"font-weight: 400\">I suggest that you read and share with your colleagues and parents in your school the Brooking\u2019s report:<\/p>\n<p style=\"font-weight: 400\"><u>The Need for Civic Education in 21<sup>st<\/sup>\u00a0Century Schools<\/u>\u00a0by Rebecca Winthrop.<\/p>\n<p style=\"font-weight: 400\"><em>\u201cThe\u00a0<a href=\"https:\/\/www.brookings.edu\/wp-content\/uploads\/2018\/06\/2018-Brown-Center-Report-on-American-Education_FINAL1.pdf\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.brookings.edu\/wp-content\/uploads\/2018\/06\/2018-Brown-Center-Report-on-American-Education_FINAL1.pdf&amp;source=gmail&amp;ust=1651692178702000&amp;usg=AOvVaw2MbNDxVqebez4TdRxNVkWz\">2018 Brown Center Report on American Education<\/a>\u00a0examined the status of civic education and found that while reading and math scores have improved in recent years, there has not been the commensurate increase in eighth grade civics knowledge. \u00a0<\/em><em>\u00a0<\/em><\/p>\n<p style=\"font-weight: 400\"><em>The study also found that high school social studies teachers are some of the least supported teachers in schools, and report teaching larger numbers of students and taking on more non-teaching responsibilities, like coaching school sports, than other teachers.<\/em><\/p>\n<p style=\"font-weight: 400\"><em>Student experience reinforces this view that civic learning is not a central concern of schools.\u00a0 Seventy percent of 12th graders say they have never written a letter to give an opinion or solve a problem, and 30 percent say they have never taken part in a debate\u2014all important parts of a quality civic learning.\u201d<\/em><\/p>\n<p style=\"font-weight: 400\"><a href=\"https:\/\/www.brookings.edu\/policy2020\/bigideas\/the-need-for-civic-education-in-21st-century-schools\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.brookings.edu\/policy2020\/bigideas\/the-need-for-civic-education-in-21st-century-schools\/&amp;source=gmail&amp;ust=1651692178702000&amp;usg=AOvVaw0QhU_tf4TGoaUksVmBgiAQ\">https:\/\/www.brookings.edu\/policy2020\/bigideas\/the-need-for-civic-education-in-21st-century-schools\/<\/a><\/p>\n<p style=\"font-weight: 400\">Character and civility are about relationships<strong>\u00a0<\/strong>\u2013 emotional and social.<\/p>\n<p style=\"font-weight: 400\">Character and civility\u00a0are about teaching your students skills such as sharing, participating, following directions, and listening.<\/p>\n<p style=\"font-weight: 400\">It is about helping them to recognize their own emotions and be respectful of one another\u2019s opinions and viewpoints (self-control).<\/p>\n<p style=\"font-weight: 400\">It is teaching them how to recognize the emotions in others (listening and questioning).<\/p>\n<p style=\"font-weight: 400\">It is about motivating oneself (grit and perseverance),\u00a0learning how to be a friend, knowing how to care for and appreciating others.<\/p>\n<p style=\"font-weight: 400\">Civics instruction needs to be underscored by students learning how to be polite, respectful, courteous, civil, and how to resolve conflicts peacefully.<\/p>\n<p
